Actually, look up "mermaid girl" on Google. She was born with her legs fused. No anus, no urethra and no female genitals. She had to have a colostomy (equivalent to an anus) and a nephrostomy (equivalent to a urethra) surgically produced.
So, according to your criteria ('just round") this girl could be one without gender...Although, that's not really the case. She's still female, even if she doesn't have female genitals. In that case, she would best described as "without sex."
GENDER is indicated by chromosomes. In particular, the presence of abscence of the Y chromosome. If at least one Y chromosome is present, then the gender of the indivudal will be male, even if he has several X chromosomes (Kleinfelter's syndrome is when a child is born with XXY chromsomes instead of XY chromosomes. The child is still male, however). If there is no Y chromosome present, then the child will be female (Turner's syndrome is when a child is born with only one X chromosome, X0. The child is still female. Super females result when there are more than two X chromosomes, XXX or XXXX; the child is still female, however).
There is a condition called primary androgen insensitivity syndrome wherein tissue cells are not able to respond to testosterone. People with this condition look like females, but actually have a Y chromosome. They develop into females, and while their external genitalia (vagina, labia, clitoris) look and perform normally, their internal genitalia (uterus, tubes, ovaries) are usually underdeveloped or even absent. Thus, these woman are not able to have children. Jamie Lee Curtis is said to have this, although apparently she has neither confirmed nor denied it.
So, if the science is right, then the truth is, deep down, we are all FEMALES. It's only the carefully timed release of testosterone during fetal development, and even then, only if body tissues are able to respond to the testosterone in an appropriate manner, which produces males. If the testosterone is not released properly or is not responded to properly, then the fetus will develop into a female.
That being said, there's no such thing as an "agendered" person, since anyone who has a disruption in development will develop into a female "by default." Of course i'm talking merely about chromosomal complement. It's possible that development of the genitalia is such that they are "ambiguous" when the child is born, looking neither completely male or female. This disruption in development often has very little to do with an abnormal chromosome compliment. E.g.: people with Kleinfelter's usually have perfectly normal looking and functioning male genitals, even though they have an extra X chromosome.
Additionally, none of what i described addresses the phenomenon of transgenderism, which is primarily a psychological phenomenon rather than a physical one. A TG person may "feel" like a person of the opposite sex trapped in a body of the "wrong" sex, but the sex of the BODY is still male or female based on the chromosomes ("karyotype"), and the karyotype remains even after gender reassignment surgery. The vast majority of TS/TG people have a normal karyotype for their body, yet they still have yearnings to be the other sex, and that's a completely different question.
